This is not good that any telecom operator are violating the the order or policy of TRAI.
Last month only there is a case that some operator are providing service of the 3G network even they didn't have the license for providing 3G service for some of the circles in India. For this Company as Airtel, Vodafone, Docomo have been penalized and stop the 3G services in some circles of the country.
 On June 17 TRAI have orders for romaing charges to all the telecom company in India. As per the order TRAI says Outgoing SMS (local) at Re 1 per SMS and outgoing SMS (STD) at Rs 1.50 per SMS. Incoming SMS will remain free of charge.

As  TRAI order for no charge for incoming sms on roaming, but Airtel is violating the order. As per the post of "Arun Prabhudesai" in its blog Trak.in, he posted how Airtel violating the TRAI order.

As per the Tariff card put up by Airtel on their website for pre-paid roaming, it is clearly seen that Airtel is charging RS. 1 for each incoming sms.
